Suggestions:
Post prior thread and troubleshooting steps
Boot to safe mode > reinstall both chipset and GPU drivers
Boot into Safe Mode on Windows 10

For safe mode with networking: (failure occurs most often due to sequence)
a) boot to safe mode with networking
b) do not logon
c) connect to ethernet or wireless first
d) logon only after connecting to the internet

Please follow steps below to share DirectX diagnostic log:
1. Press: Windows key + R
2. Type into run box: dxdiag
3. Click OK
4. If asked to check for driver signatures click "YES"
5. Wait until progress bar is complete
6. Click on "Save All Information..." button
7. Save the file to your desktop
8. Zip up the file and attach to your reply

Depending on where you see this flickering, it may be worth your while checking the Nvidia forums (your specs list a GTX980), there are a lot of issues with Nvidia drivers at the moment, going on for some time, affecting most GPU versions.
Some of the issues are said to be fixed in the latest drivers (461.92) at least for 10, 20 and 30 series, although I am still seeing issues with Edge (flickering when scrolling pages, corrupted layout colours) and streaming videos (videos stuttering, black screen issues) as noted by several users on the forums.
It may be that you will spend a lot of time troubleshooting for issues that cannot be resolved until Nvidia fix the drivers. Of course your issue may be different but it is worth a look first.

I think you should also respond to @zbook (post 2 & 4) because the only reason I asked for dxdiag log is to view your monitor properties which was not part of discussion so far.

Your monitor (VE247) seems to support higher refresh rates (current 59hz, max 75hz) and if possible to increase this may change flickering issue:

You monitor is not WHQL certified for Windows 10, if changing refresh rate doesn't change anything consider installing following driver for Windows 8.1:

If you're unable to open AMD software, it's likely driver problem, (ex. unsigned driver, non compatible or not WHQL driver), make sure you install drivers only from verified sources (ex. not by using driver download programs or sites that are not official manufacturer sources)
You can check your existing drivers with sigverif.exe, press Windows key, type sigverif.exe and run as Administrator and follow procedure, you can also share log here by saving it to new location. (File -> Save)
To uninstall GPU driver for your Radeon RX 580 (ex. prior installing new one or to just get rid of bad one) follow these steps:

Make sure to check Delete the driver software for this device option and reboot computer to start using default driver from Windows update, from this point you should be able to install and run AMD program.
