turn monitor off

in Graphic Cards

New build Gigabyte GA-H170M-DH3, checked-double checked everything. With disk in drive monitor will not turn on. Do I have a bad motherboard? Also fan on Intel I3 runs normal then slows then speeds up. Any ideas?
I changed it to never turn off my display. Yet it keeps reverting back to 15 mins. Any ideas what is causing this?

Monitor is set to go black in 20 minutes, It does not turn off. I am aware that others have the same problem. Is there a solution for this?
