Why win 10 display scaling is disabled

I have win 10 Dell 7480 machine. Integrated graphic card Intel HD Graphics 620.
The screen is a few years old CHIMEI-24EH HDMI, connected with HDMI cable.
An updated Intel driver is installed and working properly.

I am trying to adjust DPI scaling, but it disabled as can be seen the screen shoot.

I tried to fix it with:
    Code:
    dism.exe /online /cleanup-image /startcomponentcleanup
    Code:
    dism.exe /online /cleanup-image /restorehealth
    Code:
    SFC /SCANNOW

    and finally windows install repair.

    Please advice.

    Ty

Not sure what you mean or how it refers the scaling being disabled?

    Hi,
Third party theme looks like it doesn't allow changes on dpi may screw up the chrome effect.

Not sure if I had 3rd party theme, in any case I set another one of the win build in themes, and scaling is still disabled

You also have other missing stuff on that screen, Brightness & Colour slider.

Looks like Windows is not getting the EDID info from the screen, maybe a problem with the display/monitor cable or something.

    Or an App problem.
Settings > Update & Security > Troubleshoot > Windows Store Apps.

My other suggestions are the SFC, DISM command line stuff you have already done.

Seems to be the standard Windows 10 transparency effects, not a 3rd party theme, no worries.

OK, this is what I was missing, it is actually possible that the screen is defected.
And it make sense to me more.

I actually discovered it because I was checking some things before purchasing a new monitor.

    Hi,
This chrome look is not available on win 10 unless you downloaded it from somewhere
So he was saying use trouble shooter on that app you downloaded
Not that it will help this desktop theme that added the chrome look doesn't allow dpi changes period so contact the chrome theme maker.
Or simply change the text size see if that works.

I found what is the problem...

    The screen is monitor 2.
When opening the Display Settings screen, the current screen is monitor 1, although it is not used currently.
    So everything is disabled.

Needed the click monitor 2 first.
