Failure to register a DLL is usually a "Permissions" problem , either caused by group policy inflicted by the place you work in or maybe an antivirus or corruption in windows installation , try running cmd as administrator then run command SFC /SCANNOW , if it finds nothing do try Windows Repair (All In One)

This is why I asked you about what functions they require on such program , we don't know even if it is multithreading or what else , Intel keeps coming with odd technologies to keep up with Nvidia and Amd such as Conservative Morphological Anti-Aliasing (CMAA) which came to aid their failing Multi Sampling Anti-Aliasing (MSAA) that seems vanilla compared to Nvidia's and Amd's Anti-Aliasing , they also now use Cache Queuing to achieve similar results to multithreading . So like I said all these are functions not supported by your current chip , but supported by the 4000 , now if your program decided to call for CMAA or MSAA or Cache Queuing , the driver and program may just crash .Ok. And yes, I played some games like Roblox with custom driver from "here" i see some it does better than on PHDGD Omega 5.0 (IntelliModder 32) and less CPU load. I have not tested them with benchmarks but i see with my eyes.

I did "dism /Online /Cleanup-Image /CheckHealth" and sfc /scannow
Even if i put this .dll file into "empty Media SDK folder" im getting second installation error creating process regsrv32.exe
Apparently no destiny for me
even if i did update from win10 1909 to 2h20
even if i disabled microsoft defender antivirus
safe mode does not help
So I installed the latest Intel driver for HD 3000 and everything is ok while installation here.

I was able to installfinally
For a 100% successful installation of these modified drivers, I installed the latest drivers from the Intel website and then installed the drivers from here. Everything is working

I cant tell its a thing until I have few complains of such particular symptom .
Apparently i had the exact same problem with my laptop, i5 2450m. after installing win 8.1 driver from official intel here (Download Intel(R) Graphics Driver for Windows* [15.28]) and intalling the modified driver, it does work.thanks, very interesting
most likely here is the only way out and this is an eGpu-stand because i have expresscard link yey :)

but my driver detail date is still 5/19/2016 and the version is 9.17.10.4459. probably because i followed driver restart suggestion after installing modified driver (after step 2), which according to readme restart computer should just on after step 1/start of step 2.
I think you are all being on the windows driver with this move , this is not my driver version . And to you the setup errors on attempting to registering the very first dll too ?

Found the reason , these files were actually missing from the uploaded package , I really wonder about the people who keep congratulating me on the driver setting up just fine for them while actually it is missing files on the other thread . This beta testing stuff turned out to be monkey business after all , one needs to revise things from different people .
Reuploading again so stay tuned .

I got this error, even after uninstalling driver with DDU safe mode.
EDIT :
Doing manual uninstall from device manager and then installing modded driver did'nt work, update driver from windows update and installing did'nt work as well.
you forgot to run step 1 ? no traces of test mode water mark on bottom right corner of your desktop . thanks for providing a screen shot , made it easier .
in the first selection window for Intel Graphics Panel, I can not select Advanced mode, the selection window freezes and closes after 5 seconds.
I can only open Basic mode.
