    Random half-screen flicker

I have an RX580 that displays my two 32" tv's and a 2080ti for the main 55" 4k UHD tv. The 2080ti was sent in for repairs a few months ago and it's been working 100% in games. Randomly though while on google chrome, VLC, or anything other than games, I see the entire half of my 55" display some kind of image for .000001 of a second. I could never react fast enough to catch it. I've tried to record the screen and the flickering never occurred. I'm not crazy because it just did it again halfway through this post.

It doesn't affect performance or lag at all. It's just a noticeable gremlin. All my drivers are up to date and it still did this before updating. The cable I'm using also doesn't matter because I've swapped that out as well.

All the antiviruses have been ran, rootkits, etc. Computer is in tip-top shape as well as all the hardware. HDD, SSHDD, and SSD M.2 show no errors or corrupted files.

this sounds like a sync problem , try to enable g-sync on tv or card or v-sync even on card or if all fail , frame limiting set on card to be less than tv's announced refresh rate by a margin .

but technically this isn't something bad , its just that your 2080 is sending out more frames than the tv's refresh rate which is the norm with these lines of cards and is why g-sync and v-sync and frame limiting was introduced .
