Can't get screen to fill out with Dell 1908 Monitor

I upgraded Win7 Home Premium to Win10 Free on my Dell 560st using a Radeon HD 4650 graphics card, using DVI cable to a Dell 1908 monitor. When it finally completed, the screen did not completely fill, the top and bottom were black, being a non-technical antique person I attempted to change the display setting on the monitor and in Control Panel to no success.
This has a 19" diagonal viewing area and is not a wide screen.
I could not use the monitor with so little vertical space so I uninstalled Win10.
    What should I do?

If it's not a widescreen that uses the 16:9 or 16:10 size ratio it must be a 4:3 ratio which would be a resolution of 800x600, 1024x768, etc.
    Examples:
    320x240-----4:3
    640x480-----4:3
    800x600-----4:3
    1024x768-----4:3
    1152x864-----4:3
    1280x960-----4:3
    1400x1050-----4:3
    1600x1200-----4:3
    2048x1536-----4:3
    3200x2400-----4:3
    4000x3000-----4:3
    6400x4800-----4:3
    ----------------------------
    852x480-----16:9
    1280x720-----16:9
    1365x768-----16:9
    1600x900-----16:9
    1920x1080-----16:9
    ___________________

    320x200-----16:10
    640x400-----16:10
    1280x800-----16:10
    1440x900-----16:10
    1680x1050-----16:10
    1920x1200-----16:10
    2560x1600-----16:10
    3840x2400-----16:10
    7680x4800-----16:10

Right-click the Desktop and choose Graphics or Resolution to change or Control Panel, Display.

This is the specs for the monitor:
    Dell 1908FPc 19" Class LCD Monitor - 1280 x 1024, 5:4, 800:1 Native, 60Hz, 5ms, DVI, VGA
I did not see 5:4 on your list.

That particular resolution wasn't on the list I found, probably because it's not that common for most users/consumers to have.
I just got some time and looked up that monitor, as you say seems it's a SXGA 5:4 resolution, native is 1280x1024.
    Another list of resolutions:
What is my screen resolution/display resolution? - Screen resolution statistics
    The manual:
    Product Support | Dell US

It's possible your video adapter/card doesn't support that resolution ratio.

I have the specs on the Radeon HD 4650 and one of the supported display graphics is "SXGA 1280X1024".
Is there a chance Win 10 does not support it?

The 1280X1024 resolution was quite common a few years ago for 19" LCD monitors.

At a guess, the Win 10 installer didn't give you the proper display drivers. You probably got the Microsoft basic drivers, which may not have permitted choosing the right resolution.

The latest drivers are supposed to include support for the HD 4650:

Amd Catalyst All In One Drivers Version 15.20.1065 WHQL

Thanks for the download, it is done.
The reason I have not been back since last week is I had a heart attack Friday caused by Atrial Fibrillation. I am under 4 new different medications and my brain hasn't gotten used to them yet so it will be some time before I will set up Win 10 again to see if the download helped the monitor situation.
