Traced it to the "Nvidia Display Container LS" service, that is, when enabled the problem returns. Not a biggie, except when disabled I lose access to the Nvidia Control Panel which is useful for customizing display options. There remains some sort of linkage to win10 as this service did not effect sleep activity in win7.

Uninstall it with Display driver uninstaller. Boot into safe mode (again - like you did), run DDU, boot to normal and let Windows install drivers

Making backup Image before is always good measure, if something goes wrong (it shouldn't)

Ordinarily that would be excellent advice. In my case, I'm running a Dell M6800 laptop, decent pc but hampered by fairly mediocre GPU. Replaced the GPU with a Geforce 980M. To use current Nvidia drivers (445.87), needed to manually install with modified driver inf files. Windows will install driver set 419.17, circa feb19, the latest driver set that Nvidia maps to the M6800.

Having said that, I was doing the same thing with win7 (modified inf) to use current drivers with no sleep/wake issues.

Understand... Assuming you didn't reinstall drivers manually, but letting Windows upgrade to transfer them .. Uninstalling and reinstalling that modified drivers (via compatibility mode) could help. But I'm really not sure

How is laptop working with "Nvidia Display Container LS" service disabled?

PC seems to be working fine w/o the Nvidia display container service. I've got this issue posted in the nvidia forums, but I'm sure the nvidia support crew won't much like my modified inf drivers. Can't shake the link to win10, however. I was doing the modified inf drivers in win7 for a year or so, no sleep issues.

    Appreciate your help.

Still working on this bug. None of the powercfg wake commands reveal anything...do these only apply to the computer sleep function? I tried the powercfg /energy command as it provides an elaborate 60sec snapshot of computer energy transactions. Timed it to cover a sleep/wake period, but nothing relevant was apparent. Except for reinstalling drivers, crickets from the Nvidia forum. Short of a group grope between me and some nvidia/windows software engineers, seems like I'm at a dead end.

This is a Windows, software or driver problem.
Certainly not a graphics card problem.

There is a 4yr thread on Nvidia forum about Geforce Experience and/or the Nvidia display container service preventing proper windows sleep function. The same Nvidia Control Panel version, and corresponding container service, did not effect sleep function under win7, then immediately effected sleep function after converting to win10. Something changed in win10. I still maintain this won't get solved until the win10 & Nvidia engineers collectively engage this bug.
