At lock screen, displays shut off after 20 seconds, comes back on

If I lock my computer, after 20 seconds or so, the displays turn off, then come back 2 seconds later. The timing is consistent. I also notice that it resets my lockscreen image slideshow to the original image everytime it cycles. It does this on both my monitors (i.e. an HDTV and a computer monitor; the TV is hooked up through the DVI port and the monitor is hooked up to the HDMI port if that matters). I have power settings set to "AMD Ryzen Performance" but it does it on every other power profile.

It seems like it has to be a setting as it is so punctual. It's not a huge deal, but I would still like to know what is causing this as it is driving me crazy.

    My system is as follows:
    Windows 10 Pro (1909)
    Asus Prime x570-p motherboard
PowerColor Red Dragon Radeon RX 590
    Ryzen 5 3600x
    Oloy 16 GB Ram 3200 I think

OK, so I did some experiments. It only does it on my profile. On profiles I've made since installing the graphics card, it doesn't do it. It also only does it at the lock screen, and not at the log in screen (i.e. when it is asking me for my password it stays on, when it is just displaying the lock screen background and the time, etc., it turns off and on every 20 seconds or so like clockwork).

I got it to stop once by accident, because explorer.exe crashed and didn't restart - when I finally logged in I had no task bar, etc. and nothing worked. But it wasn't doing the turn off and on thing at the lock screen.

The lockscreen is set to slideshow and it is working until it turns off. All the lock screen settings on the other user profiles (the ones that work) are the same.

This is so weird, but it has to be a setting somewhere.

Well you seem to had it resolved , all it takes is to recreate the profile with the symptom since the others work fine , techs like calling it a corrupted profile rather than try to think of the zillion reasons why it might do that .

That happened to me. although I have an NVidia GPU. Turned out it was a no-longer functioning Aeroglass Tweak from an independent source.
Once I uninstalled that all was well.

I didn't fix it, I reformatted and it stopped. Guess Microsoft's programmers lost this one.

I think I figured it out. So I just got my Lenovo ThinkPad X1 Carbon Gen 9 yesterday running Windows 10 Pro. I noticed that my screen was going dark way too fast (looking at my phone to read a text and my screen goes dark). I timed it around 10-20 seconds, ABSURD... Checked my settings: screen-lock time is set to 5 minutes (???). Try looking up a fix to no avail. The one thing I could think of was yesterday when I was configuring my settings I remembered it saying something about this laptop uses "human presence detection" and that's when I look up to see I have my camera covered. I flick the camera open, wait about 30 seconds... 60 seconds... screen still alive. I flick the camera cover again to close it, wait about 10 seconds, and the screen is going dark. I am still trying to figure out if that is a setting I can toggle or not but just wanted to share my findings with you. (EDIT: Continued below...)

What is human presence detection and why does your laptop need it? | Windows Central

If you have Lenovo, use the search function to find the Vantage App and click on Device (top right), Open "Smart Assist". From there you can toggle User Presence Sensing. Hope this helped a year later! LOL

Set "Link State Power Management" to "Off"

You can find this In control panel > Edit Power Plan Settings > Change Advanced Power Settings > PCI Express > Link State Power Management > Setting "OFF"
