I'm in the process of choosing parts for a new PC build. So far I have decided to buy an AMD 3900X and 64GB memory but cannot decide on a graphics card. I run 3 monitors that are all quite old and I want to upgrade the main one (currently a DELL U2711) to a 32" when I can decide which to buy.

I don't play computer games and I currently have a major irritation with my existing set-up. I have an MSI 960 3GB connected to all monitors with displayport cables. Whenever the system wakes from sleep (Win 8.1 Pro), or when I open a new window, the windows open in the top left corner of the screen. The main Windows boot/login screen displays full screen but none of the others. It is as if Win 8.1 thinks I have a much smaller screen. I have tried everything I can think of to resolve that but have failed to find a solution.

I do watch TV (satellite tuner in the PC) on one of the other monitors and this sometimes does not display well with a kind of tearing at the bottom of the video. I don't know if this is because my current computer doesn't have enough CPU power, memory, or graphics capability. My current system is 2600k, 16GB and the MSI 960 3GB.

Any advice on how to fix the current windows problem and which graphics card to buy for the new PC?

Also any suggestions on a good 32" monitor? I do quite a bit of graphics/video editing.

I guess I will install Win 10 on the new system.
