Duplicate display out of range with new monitor

Win10 HP desktop with onboard Intel GPU - 2 display ports and 1 vga. Been using two 23" 1080p monitors in duplicate display mode for months (main monitor display port, second monitor vga). Just replaced the vga monitor with a Samsung 32" using the same vga cable. Works great when set to extend mode @1080p. But when I choose duplicate mode, the new Samsung 32" monitor (vga) goes black saying out of range, display properties continue to say monitors are set to 1080p.

FYI: This is a secure/corporate machine, I cannot update drivers or OS due to group policy restrictions.

What is the model number of the Samsung 32"? Is it a monitor or a TV?

You may do better using a Display Port to HDMI adapter. (I'd do it, as a matter of principle. Analog video is so 20th century.) Such adapters are inexpensive (at least, at Amazon or Newegg).

Meanwhile, check the refresh rates set for the monitors in duplicate mode.

I'll try to get the model number next time I'm at the office. It is not a tv. All It has is one vga input and one hdmi input. The refresh rates stated by windows is 1080p60 for both. If I go to "list all modes" for the Samsung 32" it clearly has 1080p60 listed/selected. There is one higher resolution listed, can't remember exactly, it's something strange like 2560x1440, but forcing that also yields black screen out of range.

I did a quick check at Newegg, to use their search engine. I didn't find a 32" Samsung with one HDMI and one D Sub (VGA) port.

    2560 X 1440 is not an especially "strange" resolution. It's a 16:9 aspect ratio. (1080p is 1920 X 1080. My 27" UHD monitor runs at 3940 X 2160.)

Short version: I have no clue.

The only way I have ever run dual monitors was in the extended mode. I wonder what resolution and refresh rate is being set for the Samsung in duplicate mode? 1080p at 60 FPS ought to be safe, so I imagine that the settings are something else.

I still suggest getting away from that ancient VGA connection.

Change to HDMI then the monitor will send EDID info back to the PC. i.e. the range of inputs it can take.
VGA connection does not do that.

The Monitor INF driver serves the same purpose but has to be installed, VGA as well, but you are not allowed that.

So that means with VGA selecting the output manually, get it wrong and you get that "out of range" error.

Your IT department should deal with this sort of thing, their job, get them on to it.

    (snip)
EDID was originally developed for VGA.

That's not to say that all VGA connections implement it properly.

Go to Display Properties, Advanced Display Settings, Display Settings for Monitor 2, List all Modes and select 1920x1080 at 59Hz (also try other modes) and it could work.
