Windows 10 Pro fails to send signal to second monitor after sleep

Hi folks! I've been having issues for years since I upgraded from win7 pro to win10 pro with random BSOD, and more recently in the last six months or so with always fail to install windows upgrades. With the recent major zero day exploit released I saw on the news I buckled down and tried to get it working. SFC scans and DISM failed and couldn't fix the issue, but luckily enough I saw someone suggest a repair install, an in place upgrade.

Awesome solution, since that was the biggest thing keeping me from doing a reinstall was the hassle of my thing going again. Laziness I know. Anyways I did the in place upgrade repair install and everything seems to be great. Windows updates work (more or less), and I haven't had a random BSOD yet (fingers crossed). Been going about a week now.

My one major issue is the secondary monitor receives no signal after resuming from sleep. I have no idea what could be causing this. After a restart or shutdown it works fine till I put the computer sleep. Even if the computer puts the displays to sleep after x minutes of inactivity, they both come back when I start some activity/press a key.

I'm unsure how to troubleshoot this at the moment since I did what I could think of. NVIDIA Driver re-install, checked device manager and etc. Be happy to do everything again or anything suggested.

    Some pertinent info perhaps.
Monitor is running on a VGA cable
I'm on version 1909 (OS Build 18363.535) of Windows 10 Pro

Edit: Ah, I should add that if after it resumes from sleep I use the windows key + P I can choose to extend the desktop again to the 2nd monitor, but the monitor fails to show up in display settings.

Hah of course I can provide more info, just wasn't sure what would be wanted or requested.

    Lets see, as requested.
This is a self-built desktop pc. Offhand, I have the parts list when I built it back in 2013 here. It's not complete since I did buy more parts later.
So it is all running on a Asus M5A97 R2.0 ATX AM3+ Motherboard, and the gpu model is an Asus GeForce GTX 670 2 GB.

Currently the driver installed according to NVidia Geforce Experience is the latest, 441.87 (which I did state I tried reinstalling to no joy). In device manager/windows the driver version is listed as 26.21.14.4187.

My main monitor that is working with no issue is an ASUS PA248 connected via displayport, and my secondary monitor is a small Sansui HDLCD1909 19" TV connected via vga-to-dvi adapter. Both were working with win 10 pro before the in place upgrade, both are still working afterwards, except of course for my stated post sleep/suspend issue on the Sansui.

Please let me know if more info is needed, or tests to be run.
    Thanks!

    Ok searching returned this :
1 - First of all Nvidia GPU 6 & 7 series have apparently stopped receiving driver updates about a 5 year or so ago marking the reach of its end life , surprisingly your ability to install latest driver that states clearly that last supported GPU to be able to use this driver is 8M series might be a result of a mere glitch by either windows or installer . be ware that removing the driver then attempting to re-install it might not work again .

2 - All those who reported similar error did mention they use the DVI interface , on switching to HDMI case was resolved but apparently you are using VGA and i am sure you use HDMI for primary monitor but , would you try switching monitors connections and see if this persist ? primary monitor attach to vga and vice versa ? this can help identify if its a GPU's problem or monitor's one .

    Awaiting your reply .
