Bottom line guys , update your Intel driver , and make sure you are not running desktop version of Nvidia driver nor turning off Intel GPU .
What you have for Nvidia is a Laptop GPU , they rely on Optimus technology developed by Nvidia which lays the refresh rate management in the hands of Intel not Nvidia driver even if you have refresh rate management in Nvidia's control panel , it yet has limited control over refresh rate .
If you are not sure which Nvidia driver you are on and weather you installed the desktop version or the laptop one , it is better to fully uninstall the driver using DDU in safe mode with all its extras (Experience , Physx etc) then reinstall Laptop version of the driver .

Hmm I dont think you understand, g-sync laptops doesn't support optimus but some manufactures where able to implement it but you have to restart ur system and disable g-sync.
My laptop doesn't have this feature, what im trying to say is optimus is not it beacuse my system doesn't have it.
What fixed it for me is reverting to driver 441-41 or before, but I miss all the game ready drivers and new features.
As a matter of fact I happen to understand perfectly , but you are not catching up , this thread started with an issue that the OP has fluctuating Hz even if he turns G-Sync off , when he turns it off and reboot as a result Optimus should activate , so like you see he has Optimus so your case is entirely different and needs its own thread .
The switch setting should be available for all "Mobile" GPU chips not just some , if however your laptop comes with a "Desktop" GPU chip which is very rare you need to make sure you have sat up the "Desktop" driver not the "Mobile" one so that "Optimus" is deactivated permanently , so basically start a new thread and post your specs and installed driver so people can help you .
