This driver is only an update for Quake II RTX v1.4.0. The same issues plaguing driver 460.79 is also in this one. I don't see any reason to update unless you want the improved support in Quake II for RTX cards.

Anyone else when you rebooted the PC right after installing the update that your PC behaves just as if it installed a windows update instead of a driver update? (Took a little longer while booting up.)
Booted up twice again and the time for booting up is back to normal.
Checked my update history but there was no new update.
Oh well.
(Normally it won't do that, after installing a NVIDIA-update)
460.89 Studio Driver is available as well: NVIDIA DRIVERS NVIDIA Studio Driver
I do enjoy Quake II RTX (I played the original back in the day) so I will download this update when I can find the standard driver.
edit ... I think I found it here Advanced Driver Search | NVIDIA
It's a fairly big download - 602 MB
installed and working fine

3 New Open Issues for Game Ready Driver 460.89
Two of them were mistakenly removed from the previous GRD list.
- Detroit: Become Human may randomly crash during gameplay [3203114]
- World of Warcraft: Shadowlands displays random flicker [3203158]
- Wallpaper Engine crashes on Windows startup [3208963]
I am still hesitant to install this new Driver on my gaming PC. I think I will wait until everything is sorted out or until the next version.
