As far as 3D Vision driver, yes, if it is updated at all it will be done separately, and only if you install it yourself (using older driver versions).
The control panel entry relies on an application creating an install/ uninstall entry itself, this entry is then registered in the Windows registry and referenced when you uninstall/ change the application.
Sometimes Windows may remove certain files/ .dlls etc when updating due to issues reported by users or 3rd party developers and this can break the link to an applications uninstall/ change files.
It is not really an issue as you can usually find the uninstall file in the programs install location, and re-installing the application will usually re instate the control panel link.
Most drivers for hardware listed in the device manager will not have control panel links and are best uninstalled/ changed within device manager.
I hope this answers your questions? If not feel free to ask for more clarification.
    • When you say "break the link" to an application uninstall/ change files, are you referring to Add or remove programs?
    • I don't think my first answer was answered, Do you think I should rely more on the device manager than add or remove programs when it comes to updating Drivers? Like I said earlier, that's what was concerning me after the update was finished installing. At first I thought my GPU driver was not working because the things that i've mentioned earlier which were uninstalled in the first place after the 1903 update, immediately i thought my GPU wasn't going to function well without those mentioned drivers/software. After looking at the device manager and it saying that the driver was working properly, it was a sigh of relief.

I don't want to make this thread a long one, after these questions are answered I'll just Mark this thread as solved. If I do have any other questions, I'll just PM them to you. Thank you so much for your help, your solution helped resolve my concern/issue I was having.

Sorry, yes in general go by device manager.
And by break the link, yes I just mean that the listing for the device in control panel can go missing, that doesn't usually affect the device or stop it working though.
Device manager is like the control panel for system devices, I've never really understood why graphics drivers go into control panel, the utility software yes, but drivers?!
