Opening things like those ports usually help but do keep in mind that if in a dusty environment or having pets will also draw in 'stuff' that will plug the fins such as dust and hair requiring more frequent cleaning, blowing out with compressed air. I have a computer with just that issue, the card sets up a high-pitched noise until I clean it but it's a standby computer so not used as much as when I built it. Usually devices are built in a manner that directs air flow and best not to disturb it, may need to add more or larger/higher capacity case fans.
Pointless removing the plastic covers as there is no way for air to get through them.
High temperature for a 1660TI shouldn't go above around 70°C under load according to some reviews I've just looked at.
As said fan profile and possibly case cooling needs looking at.
What 1660Ti do you have exactly? Depending on the AIB cooler, 80-85c is normal for many cards and within the threshold. GPU Boost 4.0 is made to maintain high clock frequencies at and around 80c on Nvidia cards. Anything over and the card will simply throttle the boost frequencies. Again, it depends on the AIB cooler.
