Upgrade?

I don’t like noisy or hot pcs, my hottest temp was 75C, on my old graphics card. But I don’t run games in massive resolutions.

Whatever you do, do not buy the reference 5700XT. It's hot and loud and will hit thermal limit quite easily. Get an AIB RX 5700XT instead - like the Pulse - if you really want that particular card.

RX 5700 XT you mean? ROG Strix from ASUS usually has 3 fans, which will help a lot to maintain better thermals and are usually an excellent choice for gaming. Anything over a reference blower cooler (like the one you first got) is better tbh, whether it's two or tri-fan. Other than potential coil whine (which can happen on any card at high frequencies), it seems to be cool and quiet. A bit power hungry for little gains (The OC model is factory overclocked), but again, those fans should help if you found the reference card hot and loud.

I don’t like noisy or hot cards, don’t know which card to get the 2 or 3 fan.

You definitely should read up on articles, reviews and user feedback for both of these before buying. Other than the article and video I found of those two cards, I have not had any personal experience with them, so my comment then comes from people I trust or as an aggreagate from other users. Personally I would go with Asus with the basis that I know the company more and the products they sell. With three fans you should also get better heat dissipation, so a cooler and quieter card in theory. Just beware, cards with tri-fans are long and usually comes with a bracket that should be placed under the card to keep it straight and to avoid 'sag'. If you want better cooling you should look into water blocks. But as I mentioned earlier, anything over a blower reference cooler is better in a good mid-tower case, whether it's two or three fans.

I think my case is big enough for the Asus card but i'm not sure about the case to the right of the card as it as some plastic card slots which move and i'm not sure if they can be removed, will have to read up on them first, if not i'll have to go with the Sapphire one, cheers.

If your case is the PHANTEKS Eclipse P600S that you list, it is specified for graphics cards up to 435mm in length. The Asus card is 305 mm long. Even if PHANTEKS cheats a bit by requiring some bits be removed in order to fit a card that long, 130 mm of margin suggests that you probably won't have to remove anything to fit the Asus card.
