An IPS panel means In-Plane Switching panel. IPS panels have far better colors and viewing angles than LED panels. However, they do have a longer response time than an LCD panel. I have no problems whatsoever gaming on an IPS panel.
As far as resolutions go, you can game at 1080p on a 4k monitor. But it won't be as sharp and crisp as it would be at 4k. I always recommend keeping a monitor at it's native resolution.
Pushing a 4k monitor is far more of a heavy lift for your video card than your processor. What video card are you currently using?
You can play at 1080p on a 2160p (sometimes called 4k) monitor.
IPS is the traditional choice of people doing professional graphics work, partly because is give the least color shift with viewing angle change. TN (twisted nematic) has a faster response, but narrower viewing angles. There are some VA (vertical alignment) monitors available. I don't know about monitors, but for television, VA panels are supposed to give better contrast than IPS, but with poorer viewing angles.
I write this on a 28" Samsung 2160p monitor. It's TN. I got it mainly because it was one of the earliest "4k" monitors that could do 60 fps (through DisplayPort 1.2). I'm not a gamer.
