Monitor Not Turning Off After Restart

On my machine the monitor isn't turning off immediately after a restart. It's not been logged into yet, but it's simply staying on. Normally it sleeps very quickly if no one logs on at the lock screen. What might be the cause of this?

a monitor wont exactly turn off/sleep automatically not unless it is set to that at its own menus and usually what triggers the off/sleep process is receiving no signal for a time span .

when you "restart" the signal is never off or maybe the off interval is no more than a blink for the monitor to sense its a no signal scenario .

as for it sleeping pretty fast on logging screen , then presumably you have had your machine set to some economic power plan which kind of turned off signal feed on inactivity for the monitor to sense no signal and off/sleep accordingly in a very short span of time , where there lay the possibility that some how the power plan had been edited , changed or there is a startup app / task that is kind of bugged and might report constant active state to windows preventing the signal from going off .

now there is a catch , do not mistake of having a black screen into believing the monitor is having no signal so why isnt it off , the signal might be just on yet the feed is rather a black screen .
