I'm pretty sure that the 1070 does 4k, at least at 60 fps. Its HDMI interface is 2.0. It is spec'd at much higher resolutions than 3840 X 2160, although I'm not sure about the frame rates.

I don't do much rendering, but I think that the 2060 may be superior.

You can see a comparison table here (table at bottom of page). Although it doesn't list the 1070, it does list the 2060, so you can get some idea of the power of the 2060 card.

Anyone have experience with both cards cause all i do is render. I dont feel like putting both cards in and trying them both out. I know there is a comparison chart butt the charts arent always the best to go by. Its best to go by what the user think

The thing to look for is the CUDA implementation on each card as any 3D rendering software that can utilise a graphics card rendering acceleration will use the CUDA cores.
I can give you an example of Intel i5-8400 + RTX2060, if I render a scene in Blender using CPU it takes for example 5 minutes....the same scene rendered using GPU (CUDA) takes 2.30 minutes.
So in my system I render always using CUDA since it is much faster. However you also need to alter several render settings such as tile size since the CPU will need lower tile size but GPU is more efficient with larger tile sizes.
I would also suggest looking at Blender Guru tutorial videos (free to view) he rambles a little but has some excellent tips for setting up both CPU and GPU rendering, these tips should apply to any other 3D app although implementation will be differant.
Of course a lot of settings also depend on the 3D app you use but I should imagine the various forums will point you in the right direction.
