Dual Monitor System Desktop Is Unstable

    Windows 10 Pro, Version 1809 (17763.437), 16GB RAM, AMD RADEON HD 6350 Video card;
System has two VGA Monitors attached.
WIth only one monitor, desktop configuration is stable - ie, appears the same after each boot.
With TWO monitors, desktop configuration is unstable - ie, is unpredictable following reboot.
By this I mean, some desktop icons suddenly appear on second monitor rather than first after reboot.
    This kinda reeks!

I've never before seen such behavior.
If anyone knows of a fix, I'd be glad to learn of it.
    Thanks,

With laptops this is an easy setup as primary display (which is the laptop screen) is easy to identify , but with desktops , first screen to be sensed during boot becomes the primary screen (i.e the one that gets all the icons) . However sometimes certain screens have little lag identifying themselves to be ON once un-plugged / re-plugged (which is the case when restarting) which would result in altering between multiple screens on selecting which one to become primary (again i.e the one that gets all the icons) on restarts .

Your best option is either :

1 - Turn off secondary screen during reboot then back on after windows detect the favorite one on as primary (some screens continue reporting plugged even if turned off , in that case power/cable unplugging might be the valid option than being rather turned off just)

2 - Set your favorite screen to be "Main Display" after rebooting through :

    a. Right Click Desktop Background
    b. Select : Display Settings
    c. Click Identify (button)
    d. Choose favorite screen (through the number that will appear to you on your favorite monitor , then clicking the corresponding screen in the displays selection box)
    e. Scroll down till bottom
    f. Tick : Make this my main display
    g. Select : Keep Changes

    --Edit--
Tried to make it more machine translation friendly :)

I tried both and your suggestion seems to work.

As you are saying that your system is unstable with two monitors, So you should try checking your display settings, just right-click on your home screen and click on Display settings and try making changes there and if still not fixing then check your display drivers or try changing VGA setup with HDMI.

No. The problem was that many (not all) desktop icons moved from primary screen to secondary upon boot.

nIGHTmAYOR provided the fix technique (see above)
