Looks like the new Intel UHD Graphics 630 driver that got installed with the 1809 windows update was the culprit.
I've used this: windows - Troubleshoot High CPU usage by the process - Super User to detect the problem with igdkmd64.sys.
So I've installed a much older version of the driver - a version close to the version that was previously on my computer.
I've used this one, the last non-DCH: Download Intel® Graphics Driver for Windows* [15.47] available from
Downloads for Intel® HD Graphics 630
I'll see what happens next and hope the problem doesn't return. I'd really prefer not reinstalling windows and in this case it most probably wouldn't even help.
