RADEON HD 4650 Card Not Supported For Win 10?

A DELL Optiplex MT 990 equipped with a RADEON HD 4650 Video Card seems to be unsupported by Windows 10 compatible drivers. (The reason for this configuration is obscure.)

The OS is Windows 10 Pro Version 1809, Build 17763.379.

The PC freezes occasionally -- for reasons that have not as yet been determined.
Very thorough anti-malware scans have been performed and lots of junk removed, but still, an occasional freeze. Therefore, I'm thinking the video card/driver may be at fault.

I'm thinking that since the RADEON HD 4650 is no-longer supported by drivers from AMD, I should probably find a replacement (not from AMD?) for the video card that DOES have driver support for Windows 10. The current card has a VGA, a DVI, and what looks to be either a DP or HDMI port. The usage will be mostly general kinds of work with NO heavy graphics duties - user is NOT a graphic artist, and confines himself to spreadsheets, Word documents, Outlook email, and such like.

I'd appreciate recommendations for a suitable replacement.

What interface does your monitor support? If the computer is listed in your specs as Intel i7, I would probably go with an Nvidia GTX 1050 if you are looking for an inexpensive card without needing serious gaming capability.

As the OP suspects (and according to AMD) the 4650 (HD4000 series) is not supported under Windows 10...

AMD Radeon™ HD 4000 Series products and older are not certified to support Windows Display Driver Model (WDDM) 1.2 or higher and therefore, do not have driver support for Windows® 10.

That said the OP "could try" the Windows 8 drivers. But as Windows 10 progresses the old Win 8 drivers trick (using Win 8 drivers where no Win 10 drivers existed) may no longer work.

As for what card that depends on your budget and PC - Here's a Amazon search - Amazon.com: amd graphic cards - Computers Accessories: ElectronicsAMD graphic cards. Something like a 560 or 570 may work.

I would go for the GT 1030 instead.

Thanks to all. I have liked NVidia cards for years. We could be talking in the neighborhood of $100, a cost I deem reasonable.
The monitors on hand support HDMI, VGA, (and possibly DVI -- I have to check on this).
We had currently been using VGA (via cable adapters) which was satisfactory, so connectivity isn't a problem.

The Optiplex MT 990 (MT mean mini-tower) has a full-height PCI-E X16 slot. It comes with a 265W PSU (power supply unit), so you don't want to push for a high powered graphics card. I'm not sure whether the PSU includes the PCI-E auxiliary power connector that some cards require.

Thanks, I think that's good advice.
Because of the power supply issue, I've decided to backtrack to the Radeon HD 6350 card that DELL used as original equipment for this model.
It works just fine on both one and two-monitor setups.
It IS a DMS-59 card so I had to get a splitter as well but that was no real worry.

I just use the v8.970.100.9001 ATI Graphics HD 3000/4000 drivers from Microsoft (64bit download) rather than from AMD

install them from Device Manager - these work on Win10
and MS fixed the compatibility problems with ATI/AMD HD2000 & HD4000 graphics starting with the KB4476976 update (build 17763.292) for Win10 v1809
