Since the problem came with the latest 1809 update, you could try removing the latest applied update via Settings>Update and Security>Windows Update>View Update history>Uninstall updates. Otherwise, my choice would be to do a clean installation of Windows 10.

The E2211Hc monitor is listed as having VGA and DVI-D inputs. You could use a Display Port to DVI-D adapter/cable. Looking at Newegg, they're available for less than $10. (They are passive cables - no active electronic components.)
