black screen on bootup, fixed by unplug and replug HDMI cable

So every time I boot my computer, my monitor doesn't recognize that there's any signal coming from the computer and immediately goes into the "low power" / power saving mode. This is "fixed" by unplugging and plugging back in my HDMI cable from my graphics card, meaning the screen wakes up and I can see my desktop after I plug the cable back in. I have no idea what's causing this, but I'd really like to fix it for real.

-I do not have onboard graphics on my CPU.
-I recently had a "preparing automatic repair" loop issue that was only solved by doing a windows 10 reset, not a full reinstall of the OS. this is when the black screen on boot issue started and it continues to happen after the reset.
-I am running the currently most up to date graphics driver, nvidia 416.34
-I have disabled "fast boot" both in my bios and in windows power options.

HDCP handshake is why. Nothing you can do when you run into these problems.

seriously, there's nothing that can be done? after reading up on the HDCP thing, it doesnt sound like that's the problem. There's got to be a setting somewhere i'm missing

There really nothing you can do if it is a hardware issue with the display. Disable CEC and other settings on your monitor.

What is CEC? and I don't think its a hardware issue with the monitor. The monitor works fine. after my computer has been off for an extended period of time, not like just a reboot, nothing will show on the monitor (it stays in powersave mode) until I remove the HDMI cable from the graphics card and plug it back in. I'm thinking there's some kind of default monitor setting or something display related that needs to change but i don't know what.

It is a HDCP issue. Check to make sure that CEC is disabled. You can try and use a powered splitter to keep the input to the flatscreen live.

    I'm using a Hanns-G HL272HPB monitor, not a TV. I don't have a CEC setting.

I did a little testing, and this only happens after the computer has been off for a while. It doesnt happen after a reboot or a shutdown and starting back up right away.

I changed HDMI cables and I will report if that fixes the issue.

I have to unplug and re-plug my HDMI cable from the graphics card HDMI port every day I turn on my computer. this never used to happen, there has to be some way to fix this.

Maybe it's something in the BIOS? my motherboard is ASUS M5A99X EVO R2.0

well, it's been two days and it seems replacing my HDMI cable did the trick. I haven't had the problem happen again. no idea what caused it, but I figure I'd post in case anyone has this issue in the future.
