System Stuttering During Video Playback After Adding GT 1030

I replaced an older AMD HD6450 PCI-E card with a new Nvidia GT 1030 card. Now playing video in a browser will sometimes cause the whole system to stutter. Even the mouse doesn't move. After a few seconds the stuttering goes away.

I tried uninstalling everything from Nvidia, running DDU to clear out all graphics drivers, and then installing the newest package from Nvidia with just the drivers.

    Any ideas?

    Run a few preliminary tests:

    1) open administrative command prompt and type or copy and paste:
    2) sfc /scannow
    3) dism /online /cleanup-image /restorehealth
    4) chkdsk /scan
    5) When these have completed > right click on the top bar or title bar of the administrative command prompt box > left click on edit then select all > right click on the top bar again > left click on edit then copy > paste into the thread

    6) Run the beta log collector and post a zip into this thread:
BSOD - Posting Instructions - Windows 10 Forums
The beta log collector is near the bottom of the webpage.
Use extract or extract all then open.

    7) Run these troubleshooters:
    a) Hardware and devices
    b) Video playback
Click on view detailed information for each troubleshooter and if there was anything that was fixed or not able to be fixed post an image into the thread

    8) Open device manager > click view > show hidden devices > manually expand all rows > look for any row displaying a yellow triangle with black exclamation mark or unknown device > post an image into the thread

    9) Other drivers can be tried.

    10) If there are no significant finding this tool can be ran (it may take time to find someone that interpret and troubleshoot the report):

    11) Update the specs in the "My Computer" section:
System Specs - Fill in at Ten Forums | Windows 10 Tutorials
In the left corner below in your post you find 'My System Specs'.
After clicking it you can find a link a little below that says 'Update your System Spec', click on this link to get to the page where you can fill in your system specs.

Include PSU. cooler, case, peripherals and anything attached to the computer by wired or wireless (mouse, keyboard, headset, printer, xbox, USB wireless network card, etc.)

Try installing Nvidia driver without the Experience , also note that now system restore may feel significant change in system files and thus is trying to create a restore point which might lag the system some where your constant installs and reinstalls of drivers might only make it worse .
