Of course. But you may be CPU bound in certain games though.

If your nameless PSU has an 8 pin (typically 6+2 pin) PCI-E auxiliary power connector, plus enough total capacity, yes.

nVidia rates the "founder's edition" at 185W max, and recommends a 550W PSU as a minimum. (The wattage rating is a little silly, as usual. A cheap "600W" power supply may offer less current on the critical +12V line than a good 450W one.)

That's true, totally forgot about it.

    GTX 1060 RTX 2070
120W Max card power 185W Max card power
400W Min system power 550W Min system power
6-pin Power connector 8-pin Power connector

PSU means power supply unit and you need have sufficent one with enough wattage (total amount) and enough ampere on the +12V rail that your GPU will use. If you open the side of your PC cabinet it will tell the make and model on your PSU, and usually they display a chart on the side that will tell you the voltage/ampere.

That PSU has two 6+2 pin PCI-E power cables. It supports 42A on the +12V line.

You'll do well with that and a 2070.
