I'd normally tweak the card using MSI Afterburner. The more serious stuff involves hacked BIOSes for the card. (Danger, Will Robinson.)

Enabling msi doesn't do much contra IRQ lines, it affect ISRs and won't magically give you more fps in applications. Is it tweaks or modified drivers you're looking for? If you want to maximize your GPUs performance you can do simple cp tweaks, but it can't do more than what the card can already achieve. For that you need to do OCing, like bobkn mentioned.

Most caps/ restrictions are in the cards vbios not the nv driver so much,

Yeah... But it's a good way to brick your card if you don't know what you're doing. And even if you do know there's always the chance the driver will fail on a custom VBIOS.
