    AMD Rx 460 by Gigabyte. In the other one is AMD R7 260. Without drivers it gets painfully slow, so slow that it actually moves a window part by part.

    Maybe the issue stems from some graphic card BIOS implementation. I don't know.

    On Windows 10 2D GDI functions are emulated via 3D video output.
    This problem exists on Windows 7 (classic theme) only.
