Difference between graphics cards of the same chipset?

How big is the difference between graphics cards using the same chipset made by different manufacturers? For example an RX 580 manufactured by Gigabyte or MSI? Or between all the different versions made by the manufacturers? I understand some of them have better cooling and some are smaller and such, but is there really a noticeable difference in performance?

Generally RX 580s manufactured by Gigabyte or MSI or w/e manufacturer that is will perform the same. The performance increase brought by one of the cards from manufacturers come from the tweaks the manufacturer does (overclocking, better cooling, voltage, etc.)
