Windows 10: Multiple problems with 3D graphics

Multiple problems with 3D graphics
I have an HP Envy laptop. It has Nvidia Geforce GT 740M GPU.
After installing the Fall Creators Update I have encountered lots of problems which I think are graphics related.
These problems include
- Many games and software not working. This includes but is not limited to GTA V, Blender, Adobe Creative Cloud and Paint 3D.
- Task manager not working
- Dxdiag not working
First problem I noticed was that the task manager was not working. It shows up but is not responsive. After a few seconds it closes bu itself.
Games and software crash in various ways. Some start but crash soon. Paint 3D does not start at all. Creative Cloud gets stuck in some kind of loop. None of the software give any kind of information about the error.
I checked the event log. It contains lots of application errors. I can see there that the error is mostly caused by one of the following modules:
d3d12.dll
nvwgf2umx_cfg.dll
nvwgf2um.dll
These seem all to be related to 3D graphics. I have the newest graphics driver installed.
This is very strange problem and I can’t find any help by googling. Nobody other than me seems to have this problem.

I would recommend you try and reinstall your graphics card drivers:

Follow the steps in this guide to see if we can find anything wrong with Windows:
Use DISM to Repair Windows 10 Image Performance Maintenance Tutorials

Go to the basics, and check upwards from there - Check your HDD, then use SFC and DISM on the Windows installation. There are tutorials on here for those.

I checked my HDD. It found and repaired some error, but it had no effect on the graphics problem.
Then I ran SFC again and no errors were found.
Next I tried DISM but nothing was found to be wrong.

You're going to love this one:
Clean install Windows.
most of my 3D issues were removed by going back to the May Nvidia Driver .... Version 382.05 stable and as fast as any of the current 388 Series...

It could be a simple driver problem, the OS seems to be borked. Do a factory reset of your laptop.
