Fall Creator Update Causing Stuttering problem

About every 2 seconds my cursor will freeze in place for a second and snap to where it's supposed to be. programs do the same thing; while loading they will pause, then snap to where they should have been at that time. I've tried fresh restoring windows and that didn't do anything. It isn't an issue with resources either. My memory and CPU are at a stable 20/40 with firefox running and I've never had an issue before the update. I've looked all over for people having similar issues and couldn't seem to find anything other than the Fall Update ruining other things unrelated to my issue. The problem is so bad it virtually renders my PC useless, any help would be greatly appreciated.

Upon further inspection I've found that my CPU is in fact spiking, but not peaking.

    • Does it happen if you start Windows 10 in safe mode?
    • Just for testing, have you tried setting "Processor power management" to always 100%.

I decided to factory reset my laptop and the issue is still occurring, so it almost definitely an issue with the fall update.

    Safe mode did run smoothly

I'm open to anything at this point. I'm kind of fond of Windows 10 for some reason though, I'll probably revert to 7 soon unfortunately, at least until the issue is resolved. I'll try to switch over tomorrow and I'll send an update.

A driver issue maybe? Do you have latest ones, specially for chipset?
