The Media Creation Tool can make the install media as a bootable USB stick. When you boot from this, in addition to it's main function of installing Windows, it has the Advance Start up options such as booting to a command prompt, repairing your Windows, etc.

It can be used to repair an existing install of Windows 10 that won't boot, but it can't be used as a way to start a Windows that's on the PC but can't boot up itself.

Hello, (Note: I apologize if this does not apply, but I will post what I think)

I tried looking to see if you can do that (what I understood was to be able to load up the computer using a different Windows operating system, to be able to look at all the files on the computer, assuming you have issues loading Windows from the drive itself). I didn't find anything that lets you do that from that Media Creation Tool.

Yet there are alternate ways to load up your hard drive to be able to copy/move/etc files from your drive. There's alternate an alternate operating system that you can use (Ubuntu, it's free) to load up the hard drive (as long as it's not encrypted). Also there's Active Boot Disk (it's not free) which uses the Windows operating system to run from that external device that Active Boot Disk is installed on. There's other free Windows-based operating systems that are free out there (that I cannot find right now) that can load up your drive.
