Windows Explorer refuses to refresh Explorer

Ever since upgrading to 1709, I've noticed that Windows Explorer is refusing to automatically refresh files and folders when a change is made. For example, if I download a file and then delete that file, Explorer prompts if I want to delete the file. I press yes and yet the Explorer window still shows the file. Not until I press the "refresh" button in Explorer does it refresh the window.

I've been banging my head against this issue and can't seem to find a fix. I have checked the registry for the dontrefresh key and I have set it to zero. The key did not exist before. I've also tried to rebuild icon cache and other cache.

    Any thoughts?

I would try to disable all non MS shell extensions using:

If the problem is fixed then start re-enable one by one until the problem re-appears.

I disabled what I believe was non-essential, but the problem remained. Any other thoughts here?

To add to the weirdness, I've noticed that downloaded file and saved files like pictures, take an excessive amount of time to save to the SSD. If I save a photo from Chrome, it will take 5 - 10 seconds and Chrome is unresponsive until the file is saved.

Open admin command prompt. Copy and paste then run to ensure that you don't have any corrupted system files:
    dism /online /cleanup-image /restorehealth&sfc /scannow&pause

    Masterchef,

I have had this problem and so have lots of other people. None of the suggested solutions I found on the internet had anything other than a temporary effect. The problem eventually went away of its own accord but still rears its ugly head from time to time. I only kept a few links on the subject -
Desktop or Explorer does not refresh automatically in Windows
Windows Explorer doesn't refresh by itself - Microsoft Community
windows file list does not auto refresh-update - Microsoft Answers [Windows 7]
Windows Explorer doesn't refresh when moving-deleting - TechNet [Windows 7]

When the problem reappears, I restart the computer. If that does not resolve matters then I accept the situation and don't waste my time chasing non-solutions. You might wish to consider adopting the same approach.

    All the best,
    Denis

This returned a successful return with nothing to fix.

I will be reinstalling Windows, most likely, over Christmas break. Hopefully that fixes some issues.
