Unable to delete $WINDOWS.~BT on Windows 10 - work arounds not working

Spent most of today trying to reinstall Windows, according to Google I need to delete $WINDOWS.~BT but I always get "The action can't be completed because the folder or a file in it is open in another program".

I've tried adding permissions with TakeOwnershipPro, deleting all temp files with Disk Clean-up, booting into safe mode, del /f in cmd, still getting the same message.

    Anything else I can try?

    Thanks.

The native "Disk Clean up" should clean up temporary Windows files. Try clicking on the Clean up system files bottom left and run as Administrator.

    Thanks for the reply.

I figured out I wasn't able to delete it due to an update being available.

Auto update ran a few hours prior and said everything was up to date but there was one available when I checked manually.
