I have had this problem for some time. what I did t solve it was open the control panel, go to large icons, open file explorer options. Under general, check button for single click to open an item. Then click underline items only when I point to them. Then under the privacy box, clear both boxes. Hit apply and all should work well. I have had no problem for weeks now.

Open the control panel, click large icons. open file explorer options. under "click items as follows" check the "single click to open and item". click on "underline icon titles only when I point to them"
Under the privacy box clear both boxes. This has finally solved this annoying problem for me.

Clicking anywhere on desktop (thus making it focused object) doesn't get rid of the white outline, just takes the focus (highlighting, ability to push enter to activate) off the icon. Same with pushing ESC. Not a huge bother at all but the white lines around the non focused icon is, meh. I get the usability for many just wish it could be switched off.

    The only real solution

No, the only solution to the problem once and forever is this:

    FocusRectangleRemover

This is completely a bug. There is no consistency. I understand the functionality is intended for keyboard use. If a user clicks the icon then uses keyboard arrows, it should and does appear. However, when a user clicks on start menu, it is supposed to clear, and sometimes -- but not always -- does . Moreover, I have multiple PCs, some of which do this on occasion and others that do not. My use cases for each of the PCs is the same so this must be a bug or graphics display/driver issue. FocusRectangleRemover used to work wonders, but doesn't seem to work on Windows 10 64 bit.

"A simple left click on an empty space of the desktop with your mouse will get rid of it because now you placed the focus is on the desktop window as a whole (object) and not on the icon." -- Tony B (subsequently who has been banned) mentions this, but this is precisely what is not happening. If I could simply click off and have it disappear like it's supposed to I would be happy, but this is not happening.

    Hi,
this is a problem of Windows. I'm a programmer and I have tested some things for program icons at my programs. So I noticed that the border around the icon is generated when I create an icon with 16x6 ... 64x64px or128x128px. If I use an icon with 16x16 ... 256x256px, then the border disappears. So this border depends on the size of the contained program icon. If you make the icons on the desktop smaller (ctrl+scroll), the borders around the smaller program icons disappear.
I do not mean the focus edge

This happens to me all the time, and I figured out how to fix it. If you right-click on your desktop, and press refresh, it should fix
