Windows 10 does not have a feature that will auto hide scrollbars.

If this is only happens with applications you are using have a look at the application settings for disabling auto hide scrollbar feature.

Then you are not running MS Windows 10. The only way I can see the scrollbars in "System" is run the mouse over where it should be. I have all scrollbars in all applications.

That's it, but the description is wrong, it hides the scrollbars on the active "System" window and changing the "Scroll inactive windows when I hover over them" does not have any effect on the visibility of the scrollbars. I am running version 1709 and the version that they are showing, shows "Mouse & Touchpad" as a single selection and I have them as separate. This is the problem I am finding all through information on Windows 10, they have made major GUI changes when updating.

Yes it does seem to be an ongoing problem: How to stop scrollbar from hiding? For myself I just try to work with it. Edge has a 3second delay.
