That didn't answer any of my questions. You shouldn't assume that the user was the cause of the problem without knowing all of the facts.
The user/customer of the PC and installed OS, are wholly responsible. In the case of Microsoft and slamming users/customers with Windows 10 installs, Microsoft had to in some circumstances that small business owners had no backup solution for their PC's, those instances went into arbitration and Microsoft had to hand over a check for the cost of placing the software back on those customer's computers.
