I did call the Microsoft today in morning , and after making many changes like permissions etc , they ask me to add anew user , and on new user profile , rename was working even with small icons view, then they told me its about my user file corruption due to unnecessary settings
That's why , i was asking about profile repairing method, i have to admit their point for once, as everything was fine under new user profile.
Can any body please tell me , that i go for a full repair from cd/dvd/iso. My data and activation will be restored or do i need a backup ?

Once your PC/device has digital license it will always activate.
Always perform a system backup on a regular basis, however, it will do you no good to backup now since your system is corrupt, although you want to backup all of your important files before starting repairs. I simply copy/paste folders/files to a USB thumb drive or you can use a DVD. Very important files I backup on two drives. That way if need be I can use that drive in another PC. Before installing software I make a restore point as explained below.
For a total system backup I use Windows in-house backup: Create Windows Backup in Windows 10 Backup Restore Tutorials
Some members use Macrium Reflect free: Backup and Restore with Macrium Reflect Backup Restore Tutorials
There's a few ways to go about repairing.
To repair I suggest this first: Run Startup Repair in Windows 10 Performance Maintenance Tutorials
If that doesn't work, this is the least evasive recovery option using option one: Reset Windows 10 Installation Upgrade Tutorials
Sometimes, IMO, upgrades drag along broken code, so sometimes I'll clean install. If you choose this in the future we can show you how.
In the future:

Hello guys ,
A latest update KB4051963 , resolved my problem properly , now in any folder view i can rename folders/files as usual :)
