Taskbar completely unresponsive after upgrading to Win 10 from Win 7

Hello everyone. A few days ago I upgraded to Windows 10 and the installation went smoothly. I played around with it for awhile and really liked it, however, when I booted up my PC the next day, my taskbar was completely unresponsive. I can't open my start menu or click on any of the icons (I can't even open the Personalize or Display Settings from right clicking on my desktop). Before upgrading I never faced this issue on Windows 7 and it's really hurting my overall enjoyment of Windows 10.

    So far I have tried:

    Restarting Windows Explorer

    sfc /scannow

    Dism /Online /Cleanup-Image /RestoreHealth

Booting into safe mode (Taskbar works in safe mode and when I restart normally after being in safe mode, it still works. It only stops working when I restart again)

    Updating my video card drivers

I have searched the internet for days and I can't fix this issue. Any help would be greatly appreciated.

Hi, you might try posts 16,17 here:
Start Menu and taskbar Not working in fall creators update - Page 2 - Windows 10 Forums

Some people with the recently released 'Fall Creator's Build' (1709) are experiencing new problems with Win 10 compared to the previous major build. This is one.

(Feel free to browse threads from the 3 weeks or so to get an idea).

Coming from Win 7 if no prior experience of '10 will be a bit of a learning curve.
The start menu is much more restrictive and doesn't handle a deeply nested menu inherited from earlier Windows well.
Classic Shell start menu (free) is a really good option if you feel unhappy with Win 10's. (You can use both start menus with it installed).

That appears to have fixed my issue. Thank you so much for the reply!

Great- it's good there are people here who discover such things. I'm staying with build 1703 for a couple of reasons and until the first major update to 1709 comes out. Watch out for the next quirk..
