    Anyway I can run this file on top of this other file?

    Here's a GIF of what I mean.
    I would like to run this file on top of this other file using a batch file, is it possible?

    Sorry, don't understand. It's possible to ensure a window stays on top by various means.

    The GIF explains itself, I just want to do what I'm doing in the GIF but with some kind of command using a batch file.

    Basically, you want to add the parameter to the ReviveInjector.exe. It could be done via steam:
    add ReviveInjector.exe to steam and right click > properties > set launch options >
    "C:\Program Files\Oculus\Software\playful-luckys-tale\LT.exe" or whatever.
