Scaling issues since Oct. 17 update KB4043691

When i cold boot only, i notice my lock screen photo is stretched and not clear. Also my browser Firefox gets this white line along the bottom and the left side. Does not effect other apps, software or any other Windows that i noticed so far.

When i go to Display in settings it shows this and i have to sign out for it to be better.

Nothing new has been added since this update. Anybody here know why this keeps happening as all was fine before.
I thought it might be recent NVIDIA Driver updates but since this issue has been happening there has been two driver updates.

After 330 days and doing a lot of research never finding a solution to this issue it seems to be possibly solved by either September 20th up date or recent NVIDIA Driver update. After a couple of cold boots no more scaling issues in Display properties or stretched Lock Screen. Thanks for all who looked at my post.

    Issue came back next day.

Scaling issues since Oct. 17 update KB4043691-untitled.jpg

Stumped to know what causes this exactly. My lock screen is stretched at cold boot and have to sign out to resolve the issue always on cold boots. Only one display. Noticed some apps in start menu have blank icons they are only third party apps but resolve on sign out and back in as other issues do.

Did you do a sign out, as suggested?

Yes as i have been doing this for almost a year now since it occurred i believe from a Windows update, pain to do so every cold boot. Sign in, sign out and sign in again fixes issue.

Do you have Fast Startup enabled? (just a shot in the dark). Try disabling it (powercfg -h off).

Update on this ongoing issue with scaling on my PC. Originally stated in my first post about a white line in Firefox along the bottom and right side that has long been gone. Also besides Lock screen image looking stretched at cold boot i still would get the notification in Settings> Display of " Some apps won't respond to scaling changes until you sign out. " Seen in post #1.
Also feel some third party apps and Window apps may be affected until i sign out and in again.

Regularly when i cold boot my PC i usually do not turn on my Monitor right away, i do after a few moments when PC is booted.

Recently i had turned on the monitor first before i cold booted the PC and the issue shown in Settings> Display
" Some apps won't respond to scaling changes until you sign out. " was not there everything was fine.

If i cold booted again without the Monitor on first and put it on later the issue reappeared.

Again this issue in Settings> Display (" Some apps won't respond to scaling changes until you sign out. ") came ut after an old windows update.I never made any changes to DPI scaling beforehand or was looking to make changes.Yes, I know i would need to sign out for those kind of changes to take affect.

Not sure how it causes this to resolve itself with monitor on instead of off on cold boot, i do use DisplayPort specs of my system are shown here.

If possible, I would just go down to a smaller Resolution and keeping the scaling at the default 100%. Is there a reason why you prefer the Resolution at such a big number? (if you stated earlier, sorry I skimmed through this thread)

These are my settings, and everything is big enough to read so I don't have to go through complex settings:

Yes i always had it at the Native Resolution 2560 x 1440 for this Monitor https://www.asus.com/us/Commercial-Monitors/PB258Q/

I feel would not make sense for me to have a monitor like this and use such a low resolution.

Problem occurred it seemed after an update for Windows back last September.
Why it solves the issue when monitor is on before the cold boot is in question now instead of after the boot. My DispalyPort cable is not a cheap one and in spec for this hardware, DisplayPort 1.2. Thanks for your input !
