    In post #18 I mentioned
EDIT: Doing some research I found this: it's for Windows 8 but it appears to me it's similar to your situation. Whether or not there is a solution for what you want to accomplish still needs to be determined and I'm hoping that can be done
I had forgotten to include the link for that

I tried looking up how to adjust language in UEFI but couldn't find out yet and I do not have UEFI check it out on my own computer. Could you let us know what version UEFI BIOS you have?

I went to Lenovo's website for your computer and checked out their manuals and documentation but cannot find what your BIOS version 4WCN29WW consists of: same with a Google search. I think it's already been mentioned, go into your BIOS and look around.

But consider the following ideas in no particular order. If you have other users, you might need to do them in their user accounts also.

Advanced startup menu it's showing another language: Russian
Shows preparing automatic repair in English: suddenly changes to Russian
You asked “is it reason because of windows 10 update?”
--- Does this mean the problem wasn’t there before some windows 10 update?
--- If so, do you mean the Fall Creators Update or a standard monthly windows update?
--- Please run winver and let us know what Windows 10 version is running.

Check Control Panel, Language & Region
--- Check to see if there are any discrepancies compared to the Settings for Time and Language
Also in Control Panel Language follow up by selecting Advanced Settings
--- Check out Override for Windows display options & Override for default input method

On Shift+Restart: The advanced settings option shows in English.
Starting from boot menu is in Russian
--- It sounds to me like Advanced startup menu isn’t involved in this case: is that true?
Either way, consider disabling Fast Boot
How to Boot to UEFI Firmware Settings from inside Windows 10
Boot to UEFI Firmware Settings from inside Windows 10 General Tips Tutorials
--- Instructions to disable Fast Boot are included.
The reason I thought of that is because as far as I know, restart doesn't use Fast Boot but a full boot does.

Where in the registry is the language setting for each user stored?
Where in the registry is the language setting for each user stored? | IT Pro
The ID for the current language is stored in the registry value HKEY_CURRENT_USER\Control Panel\Desktop\MultiUILanguageId.
When you request a change to the language, the ID for the new language is stored in HKEY_CURRENT_USER\Control Panel\Desktop\MUILanguagePending and takes effect at the next logon.
--- NOTE: Maybe someone checked out something in Russian at sometime. Is that possible?
Both registry values store a number that corresponds to the language ID you've chosen. The table below lists the available value.
Language: English (Default) Language ID: 0409
    Language: Russian Language ID: 0419
--- There are more languages in that table

windows update failed i got error before restarting. But now its updated perfectly. I dont know this is fault from update i think..

windows 10 education 1703 that version i got error from windows update
    but right now 1709 (16299.19)

    Everything is in English language.

i havnt this folder key "MultiUILanguageId" & "MUILanguagePending" in registry.

Thank you for letting us know you have Windows 10 Education: this is very important to know.
Windows 10 for Education - what is it and why should I use it?
Windows 10 for Education - what is it and why should I use it?

Part of it reads “Windows 10 Education builds on Windows 10 Enterprise, and is designed to meet the needs of schools – staff, administrators, teachers and students. This edition will be available through academic Volume Licensing, etc.”
You might want to contact your IT department about your concerns as you are probably limited on how much control you have on how you want to do things on your computer.

“Disabling Fastboot? is it safe to disable & what does it do?”
I’m glad you questioned that: don’t do it.
