I tried looking up how to adjust language in UEFI but couldn't find out yet and I do not have UEFI check it out on my own computer. Could you let us know what version UEFI BIOS you have?

Open administrative command prompt and type or copy and paste: Lpksetup /u

I went to Lenovo's website for your computer and checked out their manuals and documentation but cannot find what your BIOS version 4WCN29WW consists of: same with a Google search. I think it's already been mentioned, go into your BIOS and look around.
But consider the following ideas in no particular order. If you have other users, you might need to do them in their user accounts also.

Both registry values store a number that corresponds to the language ID you've chosen. The table below lists the available value.
Language: English (Default) Language ID: 0409
Language: Russian Language ID: 0419

You might want to contact your IT department about your concerns as you are probably limited on how much control you have on how you want to do things on your computer.
