64 bit Windows 10 1703 REBOOTS!

Hello ALL:
I have an issue that is strange. All will be running OK and I can select a program or web site and the system will reboot. From that point on, if I select shutdown it will shutdown and restart! I can restore a complete image and all is OK again for days and then I can select something and this happens all over again.
Yesterday after running for about a week, I decided to restore my Thunderbird email, etc and the screen went black and the reboot bug started again. I did a restore, but I have no idea what this could be. I would think that if it were a bad PS it would not get fixed with a restore which is why I suspect Software.

I did not post this in the BSOD thread as it is not a BSOD issue. I do see a Kernal-Power event in the event viewer, but it does not offer any help.

Have you install all latest device drivers?
Use Secunia Personal Software Inspector (PSI) software to install any updates that are available for installed programs.
Scan your computer for malware infection.

Well, I can try, and I have scanned for malware with 2 programs.

One thing in msconfig is that it says selective startup. I wonder why it does not say Normal Startup. Could that have changed for some reason?

Well, I did not set it back to normal as other systems here have the same option checked. I ran my problem system all day and when I plugged in a usb 3 stick it rebooted. Sometimes it will do that if I go to a web site. I am just not sure I have a power supply issue as it can run all day and then a small task causes a reboot. I can try a windows update to see what I get. I do not know why drivers could have changed.

Also, it looks like secunia is sure downlevel.

See what happens if you use the computer for a few days in clean boot.
If there is improvement or no improvement that will be helpful with the evaluation of conflicting software.
If there is no improvement then move to safe mode with networking for a few days.
If it reoccurs while in safe mode then it is more likely a hardware problem.

This is the method for clean boot using administrative command prompt:

1) msconfig (in the pop up system configuration > move the dot from normal startup to selective startup > uncheck load startup items > click service tab > in left lower corner check hide all Microsoft services > in the lower right side click disable all > click apply or ok > do not reboot)

2) taskmgr (in the pop up task manager > click on the start up tab > click on status so that the column sorts with enable rising to the top > right click on each row with enable and change to disable)

3) shutdown /r (you will reboot the computer so that it is in clean boot)

Evaluate the performance on your computer in clean boot during typical use.
Are the boots faster or slower?
Are the shutdowns faster or slower?
How has the audio and video performance changed? Is it better, worse, or the same?
How have the surprise reboots changed? Did they remain the same or did they stop? Or are they more or less frequent
If there is no improvement using clean boot for a few days then shift to safe mode with networking and reevaluate.

Have you considered upgrading to Windows 1709?
Have you backed up the files?
Have you made a backup image?

Also check the integrity of the operating system with administrative command prompt commands:
sfc /scannow
dism /online /cleanup-image /restorehealth
Let us know the results.

If there is no change with any of the above we can use a log collector and troubleshoot the logs.

Have a look at control panel (view by large icons) > system > advanced system settings > advanced > Startup and Recovery > settings. Under System failure, uncheck the box for Automatically restart if its checked. If it's having a BSOD unchecking that box will let you see it, instead of immediately rebooting.
