If you mean what I posted, then the tutorial link in my post will help show you how to.

I don't think a disk cleanup will help, but the tutorial below can help show you how to.

    Randy,

Since it works while in Safe Mode, you could perform a clean boot to troubleshoot to hopefully find a culprit.

Tried it and thought I had the culprit but just ended up back in circles. The fact that I can just sign out instead of a restart or when I restart and the menu comes up is thoroughly baffling me as far as apps go. I'm going nuts. I've never been so stuck on something as I have on this. Would buying a new 10 disk put it in w/o the issues or would it still give me the same problems?

I wouldn't buy a new disk. At worse, possibly a clean install of Windows 10.

When you're talking clean install do you mean finding the Windows 10 Home Premium install ISO and using that? And what about the serial number or the activation number? I actually installed this a second time and it works for a few minutes and then it reverts back to blocking the start menu until I sign out and and go back sign in. That is so strange that it'll work after I sign out and log back in. That is what baffles me. You think of anything else please let me know.

If you have a link or tutorial to the clean install, that would be helpful. I appreciate everyone's help and input.

Okay this is where I'm at. I was going to earlier when I was doing the clean Boot and the uninstalls and I thought just for the heck of it to uninstall bitdefender. It was still giving me trouble after that so that's why I kept reposting. I think it was you that told me to uninstall any third party antiviruses so I uninstalled what I had left over and that was Malwarebytes. It appears that that was the culprit. I've restarted three or four times and so far the start menu comes right up. I turned on Windows Defender just so I had something to protect me but if I could be so bold and ask what the hell do you do for an antivirus a good one? Bitdefender has always been my go-to. Should I try to reinstall that or should I just stick with Windows Defender?

You can install BitDefender if it won't cause Start Menu to freeze.
