Where do I find this file with " ComDlg32.OCX " in Windows 10

Earlier today I was trying to run two different applications not Microsoft and both came up with an error:

    Run-time error 339

Component 'ComDlg32.OCX' or one of its dependencies not correctly registered.
A file is missing or invalid.

My computer is running on Windows 10 Professional 64X and the version is 1709 and OS Build is 16299.19

Now where will I look for this file in System32 or SysWow64 in Windows folder in main drive. If not then tell me where to locate the file or have to download them from Microsoft or somewhere else?

More: you'll probably find (from an admin command prompt) this fails.
    REGSVR32 C:\Windows\System32\comdlg32 ocx

The fudge is to ensure the file is present as below and run this command:
    regsvr32 c:\windows\syswow64\comdlg32.OCX

Here is some info I found on it:

    comdlg32.ocx
Process name: CMDialog ActiveX Control DLL
    Application using this process: CMDIALOG
Recommended: Check your system for invalid registry entries.

What is comdlg32.ocx doing on my computer?
