The bootable windows 10 iso can be created on any windows computer.
Is there a work computer, local public library, friends, neighbors computer etc>?
I'll have to try it again tonight. My secondary computer is a Chrome Book, which isn't really a PC. My wife's is a Mac and it seems theres aways some complications with Windows and Mac but I don't know why. I'm going to try and download Windows 10 ISO Media Creation again and see if it works.
This whole process has been incredibly frustrating, as if every single step I take I've had to fight thru some form or fashion, so I thank you for taking the time to help me thru this process.
Were you able to find some flash drives that you can format?
One frustrating thing about situations like this is not knowing what is actually on the Windows C:\ Drive, or if USB drives are accessible, having only the WinRE command prompt console to deal with. Although you may not have File Explorer, you can run Notepad, Regedit and Task Manager.
Task Manager will allow you to run new tasks from the browse dialog if you can find the path to the program you want. Standalone portable programs that do not require DotNetFX or other elements from the Windows linked libraries are almost certain to run - see the note about 7-Zip below.
The notepad File Open dialog will show you My PC and the drives available in it. You may be able to see USB drives, etc., plugged into the system.
If you alter the scope from Text Documents (*.txt) to All Files (*.*), then you can see all file extensions. You have limited file manipulation functions like copy and delete, and creating new folders, useful for moving very important files.
If you have installed something like 7-Zip, then you have a full graphical file manager (7zFM.exe) too that can handle extracting files from disk images and archive files too.
You can even copy the contents of Windows Setup ISOs to a folder to run setup from within WinRE, saving having to write a USB.
Consider the following options:
1) Methods to backup files
a) Use a boot recovery drive and backup all files to a USB
b) move the drive to another computer that has a secondary bay and transfer the files
c) use an exteranal hard drive enclosure to house the drive and move the files to another drive.
d) attempt registry repair > save files to a USB drive or external hard drive
2) longer term plans
a) check the drive
b) clean install windows 10 version 1709

I'm currently re-loading WIn 10 1709 to USB on my wifes Mac. I have a USB SATA connector coming and plan to transfer the critical files to another PC before clean re-install
