Win 10 will not load. Completely stuck

To boot to the USB drive with Toshiba notebook it is the F12 key.
If that does not work then its changing the bios boot order so that the USB is on top.

This I can do, but I'm using a Chrome Book to try and create a Win 10 ISO image and it isn't formatting. What program would you suggest?

Is there a friend, neighbor, relative etc that has a windows computer that can make the iso for you?
Or is there a public library where you can use their computer to make the windows 10 iso?

I am, but I am using a Chrome Book. Downloading Windows 10 Media Installion Guide isn't compatable with a Chrome Book, so I'm downloading it rto USB on my wife's Mac. But it's taking quite a while

If you were then why are you creating new Windows 10 installation media?

So I can download it onto a USB stick to load onto the affected PC.

The computer is approximately 10 years old.
Has the HD been replaced or is it the original?
Had you had any problems with the drive?
chkdsk on boot, paging errors, bad blocks, etc.
Had you checked the drive with any of these tests: SMART, short, or long generic?
