To shut down I use the first command from Option Eight in Brink's tutorial. Rather than typing it in a command prompt I have it set up as a shortcut.
    1. Open a command prompt, type the command below you want to use, and press Enter.

    shutdown /p

    Note
Performs a full shutdown by turning off the local computer with no time-out or warning. Shutdown will stop if there are any unsaved jobs, and will then prompt if you want to save on the desktop.

For an immediate restart I use shutdown /r /t 0

    I use shutdown /s /hybrid /t 0

Without /hybrid, the shutdown is like pressing power off, and pc has to do a full restart than a fastboot restart which is significantly slower on my device.
