    Unfortunately I don't have an account that can follow your link. Then I got thinking, are these screens truly 'additional' (ie. they add to the time taken) or are they alternatives to what was going on anyway? I seem to remember at start up a (seemingly endless) black screen with just a mouse cursor, where now I see 'Please wait'.

    My trusty test machine (with its images of all versions) can answer that, with the help of Brink's little Restart-Time.vbs file, linked to here...

    The Brinkster comes through again.

    I've noticed the Microsoft engineer who mentioned this new shutdown function has acknowleged not all people like this new feature.

    I always shut down IE before Win 10 shutdown (normal way) and IE still relaunches sometimes on boot-ups.

    Many family members and friends are now complaining to me to fix this for them, they see it as a major embarrassment ready to happen. MS needs to give us a toggle for this!

    Bear in mind this is a low spec machine. The times are relatively slow, but it is a valid comparison as, other than the OS build, all else is identical - same installed software, settings, hardware, HDD and partition sizes. I note that the vb script uses the shutdown /r command, so this new 'restart apps' feature plays no part in these timings for 1709. Testing a few times for each and taking the fastest time, a full Restart took:

    1507 - 86 seconds
    1511 - 106 seconds
    1607 - 104 seconds
    1703 - 107 seconds
    1709 - 108 seconds

    As I remembered, for all versions up to 1703 there was a black screen for quite some time between the first windows logo and the sign in screen. Perhaps this was felt too unsettling? I certainly started to think it might have hung - just as the screen came to life again. 1709's blue 'Please wait' with the spinning dots replaces this blank screen (to reassure us all is well?) but seems to take the same time. It may take longer when apps are being restarted, but that's a separate issue.

    This is a video driver startup moment, absolutley normal. On different driver versions and system versions exact moment may vary, developers makes changes in the code you know, thats also normal.

    Is there not a way to toggle this off now? When I was looking at some tutorials, I noticed a similar tutorial about this.

    I use this to fix the old session programs popping up randomly:
    This make a clean session every time like before on restart or shutdown/power on.
    Note: I use win 10 pro 1709 with a local account.
