on a restart Fall Creators Update reopens apps from before

    Okay did another test this time with FF, PM, Open Office, Malwarebytes, CCleaner, some folders and IE 11 open. Waited a bit. Shutdown. Waited a little bit. Booted up.

    Did IE 11 again because was not sure if I had opened IE and PM since they look similar.

    IE 11 auto-started up. Nothing else.

    Yes:

    IE 11, Task Manager and Wordpad all restart when I boot up after shutting down with them open.

    FireFox, Palemoon, Edge, Notepad, File Explorer, Open Office, iTunes, Thunderbird, Windows Defender, DTS Audio Control, Mail, Store, This PC, Malwarebytes, CCleaner and any other ones I tried in earlier posts don't. They remain closed on reboot. I don't use/have Google's Chrome browser so I cannot test that.

    So it seems based on what some are reporting in this thread so far that:

    Chrome, IE 11, Task Manager and WordPad are applications restarting on boot up after shutdown with them open at least using the normal/common way to shutdown - click start, click power, click shut down.

    I don't use Chrome or WordPad/Word and I use IE 11 and Task Manager relatively rarely and I would never leave them open before shutting down. So this is something normally I would likely never see at least as it is now.

    I would have to assume ( and that is all it is, an assumption so I may be wrong), that this is related to the new share apps across devices facility - where you can shutdown your PC and then carry on with your work when you start your laptop or Surface device.

    Whether the patchy implementation is due to some programs Not meeting MS development standards - MS aps should always do this, but 3rd party apps do not always - a major reason of some apps failing after a major update

    As for going back to the old way check the setting screens and see what options are available to switch the function, If this is the cause then I'm sure that it will happen to many users ( I have not noticed it as I rarely shut down my systems), then I'm sure that someone will find a work around even if there is not an option already - this type of thing is one of the "Joys" of updating windows

    Don't use shutdown from Start Menu is temporal workaround for now.

    Basically, you have next variants:
    • Press Alt+F4 on the desktop.
    • Create shutdown shortcut (with "shutdown /s /t 0" command).

    I tried the nuclear option, installed Windows 10 fresh from an ISO created on a bootable USB drive. The problem was not resolved.

    There is not a problem as such as it is a new feature, but it clearly is not consistent.

    I found chrome/word (never tested excel etc) reopen but not EDGE (maybe because that is a uwp app?). VLC did not restart plus a couple of other apps I tried.

    Anyone see any application besides Chrome, IE 11, Wordpad/Word and Task Manager do this?

    Out of the 25 or so apps I have tried, the last three of the four above are the only ones that restart.

    Here is what I have tried that have not restarted:

    FireFox, Palemoon, Edge, Notepad, File Explorer, Open Office, iTunes, Thunderbird, Windows Defender, DTS Audio Control, Mail, Store, This PC, Malwarebytes, CCleaner, Macrium Reflect, Fastone Image Viewer, VLC Player, Settings, Control Panel, Phone Companion, Disk Cleanup, Calculator

    Msconfig restarted but I forget if that is normal behavior - if you haven't adjusted any settings after opening.

    The desktop shortcut works well.

    I modified it with the /hybrid switch, as this enabled fastboot to work as well.

    shutdown.exe /s /hybrid /t 0
